About Master Budget and Sub-Budget Plans
The master budget plan encompasses all sub-budget plans. This workspace is only available to administrators by default, but can be assigned to other roles.

Creating a Master Budget Plan
1.Log into the Service Desk Console.
2.Open the Master Budget Plan workspace. The ITFM Master Budget Plan window appears.
3.From the toolbar, click New ITFM Master Budget Plan.
A blank budget appears with the following default tabs:
•Details: Continue to the next step.
•Sub-Budget Plan: See Adding Information to the Sub-Budget Plan.
•Activity History: See About Activity History.
•Attachment: To attach a file or URL, see Working With Attachments and URLs.
4.Enter information into the fields under the Details tab.
Field | Description |
---|---|
Name | A unique name for the master budget, such as Master Budget FY2015. |
Budget Policy | A general statement about the budget policy. |
Status |
The status. The default status is draft, although you can choose a status from the drop-down list. The status automatically changes as the plan goes through the approval workflow. Draft Under Review Committed Withdrawn Retired |
Owner | The owner. The default owner is the creator of the record, although you can choose an owner from the drop-down list. |
Start Date | The start date of the budget plan, typically the first day of the fiscal year. |
End Date | The end date of the budget plan, typically the last day of the fiscal year. |
Approval Due Date | The latest the budget approval is due. |
Budget Buffer | Optional. The buffer in the budget. |
Total Budget | Automatically calculated from the related sub-budget plans when you save the master budget. |
5.Click Save.
Creating a Sub-Budget from the Master Budget
Sub-budgets created from the master budget share budget start and end dates.
1.Log into the Service Desk Console.
2.Open the Master Budget Plan workspace.
3. Under the Sub-Budget Plan tab, click New ITFM Sub-Budget Plan. The system displays the New ITFM Sub-Budget Plan window.
4.Enter information into the fields.
Field | Description |
---|---|
Name | A unique name for the sub-budget, such as Sales and Marketing. |
Owner | The owner. The default owner is the creator of the record, although you can choose an owner from the drop-down list. |
Sub-Budget Type |
The sub-budget type. Choose from the drop-down list: Service Entity Other |
Service | This field appears if you choose the Service sub-budget type. This is the service to budget, such as Mobile Communication. |
Budget Buffer | Optional. The buffer in the budget. |
Subtotal | Subtotal. Automatically calculated from the sub-budget plan and associated budget items. |
Budget Start Date Budget End Date |
If the sub-budget is created from the master budget, these dates are automatically entered by the system, or you can enter the dates you want for your sub-budget. |
5.Click Save. The system closes the Sub-Budget window and adds the sub-budget to the list. Double-click an item from the list to see its details.
Adding Information to the Sub-Budget Plan
1.Log into the Service Desk Console.
2.Open the Sub-Budget Plan workspace.
3.Open a sub-budget record.
The system displays the sub-budget plan with the following default tabs:
•Details: Continue to the next step.
•Budget Item: See Service Manager powered by HEAT.
•Budget Requirement: See Service Manager powered by HEAT.
•Activity History: See About Activity History.
•Attachment: To attach a file or URL, see Working With Attachments and URLs.
•Audit
4.Enter information into the fields under the Details tab.
Field | Description |

Name | A unique name for the sub-budget, such as Sales and Marketing. |
Owner | The owner. The default owner is the creator of the record, although you can choose an owner from the drop-down list. |
Sub-Budget Type |
The sub-budget type. Choose from the drop-down list: Service Entity Other |
Service | This field appears when the Service sub-budget type is chosen. Enter the service to be budgeted, such as Mobile Communication. |
Entity | This field appears when the Entity sub-budget type is chosen. Enter the organizational unit or entity to budget, such as Sales and Marketing. |
Budget Buffer | Optional. The buffer in the budget. |
Subtotal | Subtotal. Automatically calculated. |
Budget Start Date Budget End Date |
If the sub-budget is created from the master budget, these dates are automatically entered by the system or you can enter dates. |
5.Click Save.
Linking a Sub-Budget Plan to the Master Budget
After you have created a sub-budget plan, you can link it to the master budget plan.
1.Log into the Service Desk Console.
2.Open the Master Budget Plan workspace.
3.From the Sub-Budget tab of the master budget plan, click the link icon . The Link window appears.
4.Enter the name of the sub-budget to link to. A list of possible sub-budgets appears.
5.Choose a sub-budget and click Select. The system adds the sub-budget plan to the list.
